The first step is to go to a reseller site like G 2 A or Kinguin, but I personally recommend G 2 A, since that's where I got my game from, and then look for the game in there, it's most likely listed among the lines of Mortal Kombat Komplete Edition Steam Key GLOBAL, but before you add it to your cart, first verify who you're buying your key so you can avoid any issues

Since the game is delisted from Steam entirely, and trying to access the store link for the game will just send you back to the main page, trying to buy the game directly from Steam is not possible, unless someone either have a copy of the game in their inventory (before Steam took away the ability to have copies of games on your Steam inventory) and are either willing to give/gift it to you or trade it with you, or alternatively, you could also get someone that has the game on their library to share their games library with you, but these two options are very unlikely to happen, so the next best thing is resellers like G 2 A and Kinguin
